New grant application forms available for 2009-11 biennium
The HCPF grant program assists projects that preserve and interpret heritage in Washington. Two dollars of non-state funds are required to match each state dollar. Non-profit organizations and governmental entities may apply. The deadline for submission is May 14, 2008

Heritage Capital Projects Fund
The State of Washington has affirmed that Washington has a "rich heritage in historical sites and artifacts that have the potential to provide life-long learning opportunities for citizens of the state" and that "many of these historical treasures are not readily accessible to citizens, and that there is a need to create an ongoing program to support the capital needs of heritage organizations and facilities."
To meet this need, the Heritage Capital Projects Fund (HCPF) competitive grant program was authorized in 1995 (RCW 27.34.330). The purpose of HCPF is to "support capital needs and facilities of heritage organizations, tribal governments, public development authorities, and local government agencies that interpret and preserve Washington's history and heritage." (WAC 255-02-010) Projects need to have a minimum total budget of $25,000; request a grant of not more than $1,000,000; involve property that will be held a minimum of 13 years; and provide a $2 match for each $1 of HCPF grant funds.
Applicants need to demonstrate that significant heritage interpretive and preservation activities will occur via completion of their projects. HCPF grant applicants need to comply with the Governor's Executive Order 05-05 and high performance ("green") building standards (RCW 39.35D)and prevailing wage laws. Before preparing an HCPF grant, an applicant should determine it has the capacity and readiness for a capital project.

Applicants must respond to the new state law (RCW 39.35 D) on high-performance building standards. Applicants need to either request an exemption or enter into the LEED certification process to meet the silver standard. LEED, or Leadership in Energy and Environmental Design, is a certification program run by the U.S. Green Building Council (www.usgbc.org).
If an exemption is being requested, applicants need to submit the completed and signed LEED Certification Declaration form by fax (to 360-586-8322) or mail (to Garry Schalliol, Washington State Historical Society, 211 21st Avenue, S.W., Olympia, WA 98501). An exemption may be granted based on type of facility or if achievement of LEED silver standard is "not practicable."
Declarations should be submitted at any point between now and the deadline for submission, May 14, 2008, if the applicant is seeking an exemption. Staff will attempt to respond within 10 working days but will evaluate exemption requests on a first-come, first-served basis.
All applicants must submit a LEED Certification Declaration regardless of whether an exemption is sought. In any case, the form must be submitted by the grant application deadline.
